Flood constraint
The Environment Agency Flood Zone maps are key to the interpretation of Planning Policy Statement 25 (PPS25) which is used to steer development toward areas of low flood risk.
A sequential test is applied by planning authorities to identify the suitability of a development proposal based on the size and type of development proposed.
Flood Zone 2 shows areas of land with an annual probability of flooding of 0.1% or greater from rivers and the sea, but with an annual probability of flooding of less than 1% from rivers or 0.5% from the sea.
Flood Zone 3 shows areas of land with an annual probability of flooding of 1.0% or greater from rivers, and 0.5% or greater from the sea. Flood Zone 2 shows areas of land with an annual probability of flooding of 0.1% or greater from rivers and the sea, but with an annual probability of flooding of less than 1% from rivers or 0.5% from the sea. Flood zone 1 is everywhere in England and Wales not covered by zones 2 or 3.
